Delta City Hall

Delta City Hall stands at 4500 Clarence Taylor Crescent in Ladner's civic precinct, beside Highway 17A and about 2 km east of Ladner Village in a straight line. It holds the Council Chamber and the counter where property tax and utility bills are paid in person. You'll also see it called Delta Municipal Hall.

Run by the City of Delta.

Please note: LadnerBC.com is a privately owned local guide with no affiliation with the City of Delta, which runs Delta City Hall. Hours, services and council meeting dates change, so this page links to the City for all three.

Hours, services and council meetings

The City sets City Hall’s hours and services and posts council meeting dates and agendas, so all of them are linked here.

The button goes to the driveway loop at the front of City Hall, opposite Mountain View Boulevard. The Civic Precinct Lot is just south of it on Clarence Taylor Crescent. Address: 4500 Clarence Taylor Crescent, Delta, BC V4K 3E2. Locations: © OpenStreetMap contributors

What's inside

The Council Chamber is here, and so is Legislative Services, the department behind council's business. By the City's description, it runs local elections, organizes the meetings of council and its committees, keeps the City's records and answers freedom-of-information and privacy requests.

Bills can be paid in person here. The City's How to Pay page has the counter and drop-off details, where cards are taken and the other ways to pay, the Delta Online portal among them, with the due dates and late penalties.

The Delta Optimist reported that Fraser Health's South Delta Public Health Unit moved out of the annex beside the main building in 2023, and that in 2024 the City was renovating the annex for some of its own staff, Human Resources and bylaw services among them.

Outside, two Coast Salish welcome poles, a male figure and a female figure, were unveiled in the front courtyard in 2026, placed where poles like these traditionally stand to greet visitors. Artists from Delta's two Host Nations designed and made them, and the City's news release explains the designs, names the artists and carries statements from two of them.

Council meetings

Delta Council is a mayor and six councillors, and the City's council members page lists them and how to reach each one.

The City says council holds its regular meetings by turns in two places, this building's Council Chamber and the theatre in the North Delta Centre for the Arts, so check the venue before you set out. Its Council Meetings page says how often council meets and when agendas and reports go online, and it links this year's schedule, which marks the meetings held at City Hall and those in North Delta.

The public may attend. The agenda is online beforehand, or you can ask Legislative Services at City Hall for a copy.

To watch from home, the City says to open the meeting's HTML agenda in the list on the Council Meetings page: the live stream runs there, and it says every stream carries closed captions. That list is the City's eSCRIBE meetings portal. Meetings stay on the City's website after they end, and older agendas, minutes and videos are on separate archive sites, both linked from Council Meetings & Public Hearings.

To speak to council or write to it, the City's How We Work page has the steps, and its public hearings page explains how hearings work and keeps past notices and agendas.

Getting there

The address is 4500 Clarence Taylor Crescent, Delta, BC V4K 3E2. Highway 17A runs right past the building's east side, but there's no turn-in from it. Two roads lead in from Harvest Drive instead. Clarence Taylor Crescent leaves Harvest Drive by the Ladner Exchange and runs east, then south, past the Ladner Leisure Centre, Rotary Park and City Hall to the Discovery Centre. Mountain View Boulevard runs from Harvest Drive past Delta Hospital and meets the crescent right at City Hall's driveway.

From Ladner Village it's about 3 km by road: take Ladner Trunk Road east, turn south on Harvest Drive, then follow Clarence Taylor Crescent round to City Hall's driveway, opposite Mountain View Boulevard.

Coming south through the Massey Tunnel, take Exit 28, the Highway 17A exit, keep right at the fork and follow Highway 17A south. Turn west on Ladner Trunk Road and south on Harvest Drive, then follow Clarence Taylor Crescent to City Hall's driveway, about 3.5 km from the exit; the tunnel's traffic links are on our guide. From the border or South Surrey, take the Ladner Trunk Road exit and stay on that road for about 8 km, then make the same turns; that's about 9 km from the exit.

From Tsawwassen, take 56 Street north to Highway 17, then Highway 17A north, and turn west on Ladner Trunk Road. From North Delta, take Highway 10 to Ladner Trunk Road and keep going west. Either way, turn south on Harvest Drive and follow Clarence Taylor Crescent to the driveway.

Use the directions button on this page: it goes to the driveway, because the building's own point sits between the crescent and Highway 17A, which has no way in.

The Ladner Exchange bus loop is about 450 m northwest, and there are TransLink stops within about 200 m on Clarence Taylor Crescent and Mountain View Boulevard; TransLink's Trip Planner will route you to either. On foot from the north, paved footpaths cross Rotary Park to City Hall's north end from a paved path along the park's north edge, beside the leisure centre. That path is shared with cyclists, but the footpaths aren't marked for cycling.

Parking

The City's pages for the building don't say where visitors should park, but the parking map it publishes for the Discovery Centre next door names the lots around it. The Civic Precinct Lot is on the east side of Clarence Taylor Crescent, just south of Mountain View Boulevard, and Parking Lot B is farther south on the same side. The map also marks parking along the Discovery Centre's turning circle, two accessible stalls beside the Discovery Centre and a FLO charging station at City Hall's driveway. When the City announced the precinct's parking expansion in 2025, it said the extra spaces would help keep public access to services there, City Hall among them.

The lot directly south of the building, between City Hall and the Discovery Centre, looks like the natural choice, but the map doesn't mark it for visitors apart from those two accessible stalls, and a 2026 City notice about the roof work refers to a staff parking lot at City Hall without saying which lot that is. So start with the Civic Precinct Lot. City Hall's driveway loop, where the directions button goes, is right beside it.

Hours, contacts and services

The City posts City Hall's in-person hours on its Contact Us page and on its City Hall listing. The phone and email hours are set separately, and Contact Us has those as well. The main phone line, with the extension to use after hours, sits beside City Hall's address in the footer of delta.ca's pages.

Looking for the City of Delta itself rather than the building? Start at its home page. The City takes in Ladner, North Delta and Tsawwassen, and City Hall is in Ladner. For a particular question, the How Can We Help page matches common subjects, from bylaws and permits to taxes and park bookings, with the department and contact that handle each, and the Departments page says what each department does.

Plenty can be done without a trip to Clarence Taylor Crescent. The City's Online Services page lists what's online, and Permits and licences covers building, business and other permits. DeltaConnect, the City's web and phone app, takes service requests, problem reports, questions and feedback and passes each one to the department that deals with it. The City monitors it during the office hours listed on Contact Us.

When work at City Hall affects access, hours or parking, the City posts a notice in its news, as it did for the entrance work in 2024 and the roof replacement in 2026.

Accessibility

The City lists accessible doors on City Hall's washrooms among the everyday upgrades its Mobility and Accessibility Committee has advised on, and OpenStreetMap contributors tag the building as wheelchair accessible, with accessible toilets.

In 2024 the City began building a vestibule onto the main entrance. It gave two reasons: easier access for visitors with accessibility needs, and a steadier temperature in the front lobby.

The City says every council livestream has closed captions. To report a barrier at City Hall or any other City building or service, online, by phone or by email, follow the steps on the City's Accessibility in Delta page.

What's nearby

Rotary Park adjoins City Hall to the north, between it and the Ladner Leisure Centre, and the City's Rotary Park listing shows picnic tables and trails.

Next door to the south, across the lot, the Douglas J. Husband Discovery Centre at 4450 Clarence Taylor Crescent is the City's local-history museum. Inside it are the Delta Archives and its Edgar Dunning Reading Room, where you can read council's minutes, agendas and reports in the original, along with the municipality's bylaws, family papers, photographs and local community newspapers, some of them on microfilm. The City's Archives page has the reading room's hours.

Delta Police Department headquarters is about 250 m west-southwest, at 4455 Clarence Taylor Crescent, and the fenced off-leash area in Paterson Park is about 450 m north-northwest.

Back in Ladner Village, about 2 km west, the 1912 municipal hall at 4858 Delta Street now holds the Delta Police Department's Ladner community police office, which the department lists at "Delta Historic Municipal Hall". The department's contact page has the hours for both police buildings.

History

Delta was incorporated in 1879 as a district municipality, The Corporation of Delta, and Ladner became the seat of its government; a year later William Henry Ladner was elected its first warden.

Before 1912, council used smaller buildings at Ladner's Landing, on Elliott Street. A Delta Optimist history column from 2020 says that from 1894 it worked out of one by the wharf at the foot of the street.

By 1912 Delta had outgrown its hall, and that year it built a new one at 4858 Delta Street, on the corner of Delta and Bridge Streets. The contractor George Bowder built it to an Arts and Crafts design by Archibald Campbell Hope, an architect from England: the front is symmetrical, and the walls mix brick, stucco and half-timbering. Over time it also took in other civic functions. In 1932 William Henry Ladner's children dedicated the granite clock tower out front to him; he was an early settler who served as reeve several times.

By 1968 Delta had opened a larger municipal hall in what is now the civic precinct, and the old hall on Delta Street became the Delta Museum, which opened there in 1969. The Delta Optimist reported in 2024 that City documents date today's City Hall to the early 1990s; what became of the 1968 building isn't clear from those sources. The City's Rotary Park listing and the Delta Optimist call today's building Delta Municipal Hall, while the heritage registers give that name to the 1912 hall on Delta Street.

The City still owns the old hall, which Delta designated a heritage site in 1983. The City's 2018 annual report says Delta spent part of the federal and provincial heritage money that came ahead of Canada 150 on restoring the hall for a mix of public uses.

Delta became a city in 2017, when a provincial order in council reclassified the district municipality and named it the City of Delta. In the City's 2018 annual report, the mayor at the time wrote that the change ended Delta's 138-year run as a corporation and made plainer that Delta is a local government.
